I think the problem is due to the fact that the
smaller bulb has a different wattage
(is that the english word for it??)
you need to find a small bulb with the same
markings as the old , big one
(that's the easy way)
The hard way is to solder some sort of suitable
resistor (Help me out here,I am not much of an electrician, sorry!)
on the wire...

Was it Highway Hawk? I saw it last week on a page
somewhere... Will let you know if I find it again.
Anyway, this was some sort of gizmo that fixed
this very problem for those mounting LED:s as
turnsignals, should work for you too I suppose?
Worth checking out.
